This bill amends the Washington Clean Energy Transformation Act to allow electric utilities to use electricity generated from natural gas systems equipped with carbon capture and utilization, mineralization, or sequestration (CCUS) technologies to meet the state's clean energy goals. CCUS technologies are defined as those that capture and reuse, store, mineralize, sequester, or otherwise prevent carbon dioxide emissions from entering the atmosphere, and can be integrated with natural gas systems. The bill clarifies that such CCUS-equipped natural gas systems can be considered a "distributed energy resource" and can be used to meet the requirements for 100% nonemitting electricity by 2045 and greenhouse gas neutrality by 2030. It also specifies that these CCUS technologies must capture at least 75% of the baseline carbon dioxide production of the natural gas system and comply with all relevant laws and regulations. The bill aims to address concerns about energy supply disruptions and the increasing role of natural gas in the region's power system while mitigating its environmental impact.
