This bill prohibits the use of autonomous vehicles, which are self-driving vehicles, to deliver commercial goods directly to homes or businesses for sale or use unless a licensed human operator is physically present inside the vehicle. Additionally, the Department of Highway Safety and Motor Vehicles is required to submit a report to the Florida Legislature by January 1, 2031, or five years after such deliveries begin, whichever is later. This report will evaluate the use of autonomous vehicle technology for deliveries, its impact on public safety and jobs in the transportation sector, and will include information on vehicle disengagements, crashes, and recommendations on whether the requirement for a human operator should be changed. To prepare this report, the department must consult with the Florida Highway Patrol, the Department of Commerce, the Department of Transportation, and independent experts. The bill takes effect on July 1, 2026.
