The bill also defines "subversion" as a felony for unlawful acts intended to advance a terrorist organization's interests, act as a foreign agent, or subvert the government, where "subvert the government" means intending to impair, overthrow, or prevent government functioning through unlawful violence, force, or property destruction, with evidence including planning acts causing injury or destruction, attempting to seize government facilities, using destructive devices, or coordinating with others for violent interference with government operations; importantly, mere advocacy or protest without threats of violence is not considered subversion. Additionally, the bill reclassifies disorderly conduct and obstructing a highway or public thoroughfare as felonies if committed by a group of at least three people, increasing penalties for these offenses when carried out by a group.
