This bill appropriates a total of $17,975,000 from the South Dakota water and environment fund and other sources to the Board of Water and Natural Resources for various water and environmental projects. These funds will be used for feasibility studies and system startup for the Dakota Mainstem regional water system, hydrology and water management studies including wetland mapping, an update to the Big Sioux River flood control study for Watertown, engineering and construction for a water investment in northern South Dakota, grants and loans for the state consolidated water facilities construction program, and grants and loans for the state solid waste management program, which includes provisions for cleaning up waste tires and solid waste. Additionally, funds are allocated for water quality grants and administrative costs related to clean water and drinking water revolving fund loans, as well as technical assistance and grants for small systems under these programs. The bill also allows the Department of Agriculture and Natural Resources to use a portion of the solid waste funds for statewide cleanup efforts and specifies that the Secretary of Agriculture and Natural Resources will approve vouchers and the state auditor will draw warrants for expenditures, with any unexpended funds reverting according to law. Finally, the bill declares an emergency, meaning it will take effect immediately upon passage and approval, due to its necessity for supporting state government and public institutions.
