This bill establishes a residential safe room rebate program to help residents of Kentucky build or install safe rooms that meet federal standards set by FEMA (Federal Emergency Management Agency). A "qualified homeowner" is defined as a state resident who builds a safe room intended to be shared with their community during weather emergencies. These safe rooms can be standalone structures or integrated into a home, and must meet specific building codes and FEMA guidelines (like ICC 500 and FEMA P-361). A dedicated fund, the residential safe room rebate fund, will be created to cover these rebates, drawing from various public and private sources, including federal funds. The Division of Emergency Management will administer the program, creating an application process for homeowners, verifying safe room compliance and community access, and maintaining a public list of available safe rooms during emergencies. Rebates will cover 50% of construction or installation costs, up to a maximum of $5,000, and the division will report annually to the Legislative Research Commission on the program's progress and fund balance.
