This bill establishes the crime of unauthorized use of a drone on or over the premises of a correctional facility or jail, classifying it as a Class C crime. A drone is defined as an aircraft operated without a human pilot, including terms like unmanned aerial vehicle and unmanned aircraft system. The law prohibits flying a drone over these facilities at or below 400 feet, landing on them, or flying from them, especially if the intent is to convey or attempt to convey prison contraband. However, exceptions are made for law enforcement and corrections officers performing their duties, and for other individuals with approval from the facility's chief administrator. The bill clarifies that holding a drone operating license from the Federal Aviation Administration (FAA) is not a defense against these charges.
