This bill requires individuals applying to become licensed residential real estate appraisers, certified residential real estate appraisers, or certified general real estate appraisers to complete a minimum of two hours of education on fair housing and appraisal bias, in addition to passing any required examinations. This new educational requirement, which will be administered or approved by the Real Estate Appraiser Board, will cover topics such as the history of housing discrimination, unequal access to housing resources based on protected classes, and relevant federal, state, and local fair housing laws, as well as anti-bias practices. The bill also mandates that any approved course on fair housing and appraisal bias be reviewed annually by the Fair Housing Board.
