This bill establishes the Virginia Fleet Modernization Advisory Council to coordinate strategies for updating public and private vehicle fleets across the Commonwealth, aiming for cost-effectiveness, resilience, and reduced emissions (decarbonization). The Council, which will include representatives from state agencies, local governments, public transit, higher education, and private industry, will develop a Statewide Strategic Fleet Modernization Plan. This plan will assess lifecycle emissions, costs, vehicle performance, infrastructure needs, and future technologies, with a particular focus on the trucking and freight industry. The Council is tasked with providing recommendations and guidance to the Governor and the General Assembly, and will report its activities and findings annually by the first day of each regular legislative session. The Council is set to expire on July 1, 2031.
