This bill, titled the "Atmosphere Study Act," directs the Secretary of Energy to conduct a comprehensive study within 180 days of its enactment to identify any negative impacts of "covered geoengineering projects" on human health and the environment. Geoengineering is defined as deliberate, large-scale actions taken to lessen the effects of climate change, such as injecting aerosols or sulfates into the atmosphere to reflect sunlight, or spraying sea salt into clouds to make them brighter. A "covered geoengineering project" is defined as any such project that is fully or partially funded by the federal government, or in which a federal agency has participated or is participating. Following the completion of the study, the Secretary of Energy must submit a report detailing the findings to Congress within one year.
