This bill, by amending Section 81-12,203 of the Reissue Revised Statutes of Nebraska, redefines the term "Project" under the Nebraska Rural Projects Act to broaden the scope of eligible expenses for rural development. Previously, a "Project" primarily referred to expenses for developing a new industrial rail access business park, including site preparation, transportation, utility extensions, and rail spur construction, particularly for initial tenants in manufacturing, processing, distribution, or transloading. This bill expands this definition to also encompass infrastructure development costs on property not owned by the applicant that are crucial for the business park's success, such as acquiring rights-of-way, easements, adjacent properties for street access, constructing turning lanes from major highways, and building rail spurs and yards connected to main railroad lines, along with necessary utility improvements. Additionally, the definition of a "Project" is extended to include site acquisition and preparation, transportation infrastructure, or rail spur construction within a thirty-mile radius of the state's largest artificial reservoir. The bill also repeals the original section, indicating a complete replacement of the existing definition, and declares an emergency, meaning it will take effect immediately upon passage and approval.
