This bill establishes a new pathway for individuals to obtain teaching certificates in Missouri's public elementary schools, specifically for grades one through six, by creating an "associate teacher certificate" program. This program allows individuals to begin teaching with a "tier I associate teacher certificate" after completing at least sixty semester hours of coursework, including literacy instruction, from an approved teacher preparation program, and passing a background check. This initial certificate is valid for four years and requires participation in mentoring and professional development programs. After two years of teaching experience and meeting specific evaluation and proficiency requirements, including passing a reading exam, individuals can earn a "tier II associate teacher certificate," which is valid for three years. Finally, after three years of service and additional professional development, holders of a tier II certificate can obtain a "career continuous professional certificate," which is valid for ninety-nine years and allows for additional certifications in early childhood and middle school education, but not special education or high school. The bill also mandates minimum salaries for tier I and tier II associate teachers, clarifies their eligibility for retirement systems, and allows for some professional development hours to count towards a bachelor's degree.
