This bill amends existing Missouri law to allow businesses, in addition to individuals, to register their telephone numbers on the state's "No-Call List," which prevents telemarketers from contacting them for sales purposes. The bill defines "business subscriber" as an entity that uses a phone line primarily for business, and expands the definition of "telephone solicitation" to include calls to both residential and business subscribers, with exceptions for existing business relationships, charitable organizations, and certain regulated entities. It also requires telemarketers to clearly identify themselves at the start of any solicitation and prohibits them from blocking caller identification services. The Attorney General will maintain the database, which can include numbers from national do-not-call lists, and will work with telecommunications companies to inform both residential and business subscribers about their rights and how to join the list.
