This bill establishes a three-year pilot program, beginning with the 2026-2027 school year, to help first-grade students who are at risk of or have a significant reading deficiency. A student is considered at risk if they score at a "level one" on a specific reading assessment, which is part of a coordinated screening and progress monitoring system (s. 1008.25). The Department of Education will select two school districts to participate and will create a summer reading immersion program for these districts to implement. This program must be at least six weeks long and focus on foundational reading skills like phonemic awareness, phonics, fluency, vocabulary, and reading comprehension, with student progress assessed at the end. Participating school districts will invite eligible students, administer the program, provide data to the Department, and report on student learning gains and participation rates. Upon completion of the pilot program, the Department of Education will submit a report to the Legislature detailing student outcomes, participation rates, and policy recommendations for future implementation, after which the program will automatically end.
