This bill expands eligibility for the Oklahoma Higher Learning Access Program, a program designed to provide access to higher education, by allowing children of certified classroom teachers to qualify based on household income, even if their parents' income is higher than previously allowed, specifically for students who graduated during the 2024-2025 school year if they apply by July 1, 2026, and for eighth through twelfth graders and equivalent home-schooled students applying from the 2025-2026 school year onwards, provided the teacher has at least ten years of experience and is not in an administrative role. The bill also clarifies that for these teacher's children, financial need is determined by household income being less than seven hundred percent (700%) of the federal poverty level (FPL), and the Oklahoma State Regents for Higher Education will verify the teacher's employment status. An emergency clause is included, meaning the bill will take effect immediately upon passage and approval.
