AI Summary

This bill allows the Board for Barbers and Cosmetology to issue a special license for permanent make-up services, which includes procedures like permanent eyebrow, eyeliner, and lip coloring. This new license will be available to individuals who are already licensed as estheticians or master estheticians and are performing these permanent make-up services. The Board is required to create regulations to implement this, and it can also grant these permanent make-up specialty licenses to individuals who have held an unrestricted license for similar services in another U.S. state, territory, or the District of Columbia for at least three years, provided their qualifications are equivalent to Virginia's standards.
