This bill establishes a medical cost-of-living adjustment and utility bill relief program for senior citizens aged sixty-five and older who have documented medical expenses necessary to maintain life or basic bodily functions. Gas and electric corporations, in coordination with the Department of Public Service (referred to as "the department") and the Office of Temporary and Disability Assistance (OTDA), will administer this program, which is voluntary and requires affirmative consent from customers. Utilities will provide annual notice and opt-in materials to eligible customers, informing them about the program and allowing them to update their medical documentation. Eligible medical expenses include prescription medications and treatments for chronic or terminal conditions, certified by a medical professional. The program will offer a discount on medical expenses used in cost-of-living adjustment calculations, ranging from fifteen to twenty-five percent, and a corresponding discount on gas and electric utility bills, from fifteen to twenty percent, based on the severity of the medical necessity. These discounts will be in addition to existing energy assistance programs. Social services districts will also be required to assist eligible households in obtaining these benefits and will consider documented medical expenses when determining cost-of-living adjustments for senior assistance programs.
