This bill, a recommendation from the Boyd-Graves Conference, allows for immediate appellate review by the Supreme Court of Virginia for any order issued by a circuit court that closes a court proceeding or seals a court record, unless that closure or sealing is already permitted by law. It also clarifies that if a circuit court makes a decision on a motion to close a proceeding or seal a record, or if it issues such an order on its own initiative, or if it upholds or overturns a lower court's decision on such a matter, any person negatively affected by that order can file a petition for review with the Supreme Court of Virginia within 15 days of the order being issued, following the same procedures as for reviewing injunctions.
