It prohibits health carriers from penalizing in-network providers for services rendered by out-of-network providers. For anesthesia services, the bill mandates that reimbursement calculations by health carriers must follow prevailing medical coding and billing standards, be based on a defined formula including a base rate, time units (in 15-minute increments), and a conversion factor, and prohibits health carriers from imposing maximum limits on reimbursable anesthesia time or excluding it entirely for covered services. Furthermore, for contracts issued, amended, continued, or renewed on or after August 28, 2026, the bill restricts how health carriers can modify contracts or related documents, requiring written agreement for most changes, with exceptions for legal compliance, updates to uniform formats and standard medical codes, or changes to Medicare or MO HealthNet fee schedules, and mandates that all modifications be made electronically available to parties. Any contract provisions that violate these new rules are declared void.
