AI Summary

This bill amends the Public Utilities Act to implement new regulations for alternative retail electric and gas suppliers, aiming to protect residential and small commercial customers. Key provisions include prohibiting these suppliers from paying commissions or other incentive-based compensation to individuals involved in in-person or telemarketing solicitations, and preventing them from charging rates more than 25% higher than the current electric supply price or monthly gas supply rate. Additionally, suppliers are now required to obtain explicit written or electronic consent from customers at least 30 days, but no more than 60 days, before a contract automatically renews if the renewal rate is higher than the current rate.
