This bill establishes a "recovery ready workplace certification program" managed by the Department of Health and Human Services, which can be implemented if legislative funding is provided. This program aims to certify employers as "recovery ready workplaces" by setting criteria that may include educating employees about substance use disorders, reducing stigma, making opiate antagonists (medications that can reverse opioid overdoses) available, and providing resources and support for employees seeking or maintaining recovery from substance use disorder, which is defined as recurrent alcohol or drug use causing significant problems in daily life. The bill also amends existing law to allow funds from the "Electronic Cigarette Substance and Nicotine Product Proceeds Restricted Account" to be used for this new certification program, in addition to its current allocations for various enforcement, prevention, and education initiatives related to substance use. This bill is set to take effect on May 6, 2026.
