This bill prohibits utility corporations and municipalities from increasing a bill previously sent to a small non-residential customer more than twelve months after the service was provided, with limited exceptions. These exceptions include situations where the incorrect billing was due to the customer's fault or not the utility's neglect, or if there was an ongoing dispute about the bill within that twelve-month period. If a utility does issue a bill for services rendered over twelve months prior, they must include a notice explaining the reason for the late billing.
