This bill establishes the Mississippi Special Needs Housing Steering Council, comprised of representatives from various state agencies, including the Governor's Office, Department of Mental Health, Division of Medicaid, Attorney General's Office, Department of Corrections, State Health Officer, Mississippi Development Authority, Mississippi Home Corporation, and Department of Human Services, along with representatives from relevant non-profit organizations and an individual utilizing special needs housing. The Mississippi Home Corporation will provide administrative support to this council, which will then assist the Mississippi Home Corporation in creating and managing a Special Needs Housing Program. This program aims to offer bridge funding and stable, community-integrated housing for individuals with mental illness, intellectual and developmental disabilities, and other special needs populations, which the council will define and may include individuals re-entering society after incarceration, those with HIV/AIDS, and homeless individuals and families. Funding for the council and the program will come from the Mississippi Affordable Housing Development Fund or a dedicated sustainable funding source.
