This bill allows groups or associations of child care facilities, which include child care centers and child care homes, to form a multiple employer welfare arrangement (MEWA), a type of health plan sponsored by multiple employers. To facilitate this, the department of insurance will create and publish a survey on its website by September 1, 2026, asking child care facilities about their interest in a MEWA and their current insurance costs for accident, sickness, and death benefits. The office of the secretary of family and social services will then email a direct link to this survey to all child care facilities within 14 days of being notified by the department. Furthermore, the department of insurance will help connect interested child care facilities and offer advice on how to reduce their insurance expenses.
