This bill prohibits the intentional injection, release, or dispensing of any chemical, compound, substance, or apparatus within Arizona with the purpose of affecting temperature, climate, weather, or sunlight intensity, with exceptions for normal aircraft operations producing water vapor condensation trails, emissions from lawful industrial, agricultural, or transportation activities not intended to alter weather, and fire suppression, emergency response, or public safety activities. The bill also requires the Department of Environmental Quality to establish a process for reporting violations, which can lead to investigations and coordination with other authorities. Violators are subject to a Class 4 felony charge and a civil penalty of up to $100,000 per violation, with each act considered a separate offense. Additionally, the bill repeals Title 45, Chapter 9 of Arizona Revised Statutes, which pertains to weather modification, and makes minor adjustments to the language regarding the Water Resources Fund.
