This bill allows cities, towns, villages, or counties to increase the annual fee for repairing lateral sewer service lines on residential properties with six or fewer dwelling units, or on condominiums with six or fewer units per building, from a maximum of fifty dollars to one hundred dollars, provided this increase is approved by a majority of voters. A lateral sewer service line is the pipe that connects a residential property to the main public sewer line. The bill also clarifies that this fee would cover all defective portions of the lateral line from the structure to the public connection, and that individual condominium units with their own lateral lines would be treated as separate residences for fee purposes. The funds collected from this fee are to be deposited in a special account and used exclusively for the costs associated with administering and carrying out these lateral sewer line repairs, with any accrued interest also going into this account. This measure is intended to protect public health, welfare, peace, and safety.
