This bill, known as the Service Contract Reporting Act, mandates that cities, counties, and state agencies (excluding certain constitutional entities like the University of Nebraska and the Legislature) report annually on their service contracts. Specifically, by August 1st each year, these entities must submit to the Division of the Department of Administrative Services details about who received service contracts, the types of services provided (which include legal, accounting, IT, janitorial, and many others), the total dollar value of these contracts, and the value of contracts awarded to businesses located in economically distressed areas, defined as economic redevelopment areas or qualified census tracts. The Division will then compile this information into a comprehensive report to be submitted to the Governor, the Legislature, and made public online by September 1st annually. Failure by a city or county to submit this report will result in the suspension of their state aid by the State Treasurer until compliance is achieved.
