This bill amends existing law to restrict the provision of hormonal transgender treatments, which are defined as administering testosterone or androgens to individuals born female at levels above typical female ranges, or estrogen or similar compounds to individuals born male at levels above typical male ranges, to minors. Specifically, it prohibits healthcare providers from giving these treatments to minors unless they were diagnosed with gender dysphoria before January 28, 2023. Furthermore, beginning January 28, 2027, it will be prohibited to provide hormonal transgender treatment to any minor who would be younger than 16 years old as of the bill's effective date or who has not already received such hormones. However, healthcare providers can administer these hormones to minors for the purpose of discontinuing treatment before January 28, 2027, without needing a specific transgender treatment certification. The bill also repeals a section related to systematic medical evidence reviews of hormonal transgender treatments and sets an effective date of May 6, 2026, unless approved earlier by a two-thirds vote in the legislature.
