This bill amends section 1220 of the vehicle and traffic law, which is the state law governing traffic and vehicles, to prohibit the act of blowing grass clippings or leaves onto highways, the land within the highway's right-of-way, or private property immediately next to the highway. Previously, the law prohibited throwing, dumping, depositing, or placing various types of refuse, trash, garbage, rubbish, litter, or offensive matter on these areas, and this amendment specifically adds "grass clippings or leaves" to the list of prohibited items that can be blown onto these locations. The bill takes effect immediately upon its passage.
