A "similar commercial establishment" is defined as a vendor outside the transportation facility that is comparable in concept, location, price, and category to a vendor inside the facility. Public authorities operating these facilities must submit annual reports to the office of the comptroller detailing their concession prices, local market prices, and vendor compliance. The office of the comptroller is authorized to conduct random audits and enforce these pricing requirements.
