This bill modifies the Virginia Military Survivors and Dependents Education Program, which provides tuition and fee waivers at public colleges and universities for eligible survivors and dependents of military service members. Specifically, it allows the Commissioner of Veterans Services to consider the program's domicile or physical presence requirements as met in two situations: first, if a service member's failure to meet these requirements was solely due to a relocation outside of Virginia by lawful military order, and second, for survivors or dependents who meet all other eligibility criteria and have relocated to Virginia by lawful military order, if they have established residency in the Commonwealth after previously being enrolled in a similar military survivor and dependent education program in another state.
