This bill amends Missouri law to increase the penalties for animal abuse. Specifically, it changes the classification of animal abuse from a class A misdemeanor to a class E felony. However, if the animal abuse involves torture or mutilation inflicted while the animal was alive, or if the offender has a prior conviction for animal abuse, the offense is elevated to a class D felony. The bill defines animal abuse as intentionally or purposely killing an animal in an unauthorized manner, intentionally causing injury or suffering, or knowingly failing to provide adequate care that results in substantial harm to the animal.
