This bill establishes a pilot program allowing individuals with developmental disabilities who live in community settings to receive dental services at residential habilitation centers, which are facilities providing care and support for people with developmental disabilities. To qualify for this program, individuals must be eligible for developmental disabilities services, have high medical or behavioral needs, require general anesthesia or deep sedation for dental work, or have a case manager certify that community dental care is inaccessible due to their specific medical or behavioral profile. The program allows for short-term stays of up to 24 hours for dental visits, and participants may use respite hours for these appointments. The Department of Social and Health Services will work with the Health Care Authority to enroll these dental clinics as Medicaid providers, with any federal funds going to the state general fund. The pilot program will conclude by July 1, 2028, with a report on its outcomes due by October 1, 2028. This bill also amends existing law regarding admissions to the Rainier school, a specific residential habilitation center, to allow for these dental service pilot program admissions until June 30, 2027, and the entire section establishing the pilot program expires on July 1, 2029.
