This bill allows cities, villages, and towns to adopt or amend a "comprehensive rezoning plan," which is defined as a plan for the rezoning of all of the municipality's land, even before their corresponding overall "comprehensive plan" (a broader land-use planning document) is finalized. This change applies to the general city law, village law, and town law, and requires that any such comprehensive rezoning plan still adhere to the same procedures for preparation, public hearings, and notice as a full comprehensive plan, and that regional housing needs must be considered.
