This bill amends existing laws to strengthen the enforcement of motor vehicle liability insurance and fiscal responsibilities. Specifically, it increases the minimum penalty for failing to provide proof of motor vehicle insurance to at least $1,000, adjusted for inflation, and allows for community restitution as an alternative. It also introduces new provisions allowing law enforcement officers to detain a driver and their vehicle until proof of insurance is provided, or to authorize the impoundment of the vehicle if the driver is found to be operating without insurance. Furthermore, if a driver has been cited for driving without insurance multiple times in the past three years or has caused an accident while uninsured, the law enforcement officer is now required to impound the vehicle. The bill also expands the circumstances under which a vehicle can be impounded to include situations where the driver is operating a vehicle in violation of the requirement to have motor vehicle liability insurance or financial responsibility.
