AI Summary

This bill establishes the Child Care for Working Families Study Committee, tasked with developing recommendations to ensure that every working parent in Mississippi can access and afford child care, thereby enabling their participation in the labor force. The committee will examine all federal and state funds that can be used for the Child Care Payment Program (CCPP), administered by the Mississippi Department of Human Services (MDHS), to increase the number of eligible parents and children served. Specifically, the committee will analyze the total federal and state funds available for the CCPP, conduct a cost-benefit analysis of increasing labor force participation through improved child care access, determine the number of children in families with working parents below 85% of the state median income, track children on the CCPP waiting list, calculate the funding needed to serve all eligible children, assess the economic impact of increased child care access, study examples of employer-funded child care assistance, and identify employer benefits from improved child care access for their employees. The committee will consist of eleven members from various state departments and organizations, with the Executive Director of MDHS serving as chairman, and will report its findings and recommendations to the legislature by the 2027 Regular Session.
