AI Summary

This bill amends Florida law to enhance the registration and notification requirements for "career offenders," which are individuals designated as habitual violent felony offenders, violent career criminals, or three-time violent felony offenders, or as prison releasee reoffenders. Key provisions include requiring career offenders to obtain a driver's license or identification card with a specific marking indicating their status, and to report annually during their birthday month for reregistration, providing updated personal, employment, and vehicle information to law enforcement. The bill also clarifies definitions of residence types, expands the types of vehicles owned that must be reported, and strengthens penalties for noncompliance, including making each failure to register or report a separate offense. Furthermore, it modifies procedures for establishing residences, reporting travel, and establishes new offenses and penalties for assisting career offenders in noncompliance, while also outlining circumstances under which career offenders may petition for removal of registration requirements. The bill also mandates that custodians of jails take digitized photographs of career offenders and provide them to the Department of Law Enforcement (FDLE), and that the Department of Highway Safety and Motor Vehicles (DHSMV) can release certain images to FDLE for public notification. Finally, it clarifies that certain career offenders under supervision but not incarcerated must obtain a marked driver's license or ID, and expands the jurisdictions where prosecution for noncompliance can occur.
