This bill, effective July 1, 2026, prohibits health care providers from refusing to provide necessary medical services solely because a patient, or someone for whom the patient is responsible (like a minor or incapacitated individual), owes or is alleged to owe health care debt. "Health care debt" is defined as an obligation to pay for health care services, products, or devices, excluding most credit card debt unless specifically for health care. "Necessary services" are those provided by a health care provider that are essential to prevent or treat serious disfigurement, loss of bodily function, loss of consciousness, or death. Any health care provider violating this prohibition commits a deceptive act that can only be pursued by the state's Attorney General under Indiana's deceptive consumer sales law.
