This exemption is intended to allow these officials to bring in staff they deem necessary for developing and implementing their policy objectives. Additionally, the bill permits these same officials to raise the salaries of their existing "classified employees with status" (employees who have achieved permanent employment within the classified service) by issuing an administrative order, up to the midpoint of the salary range for that employee's job classification.
