This bill expands eligibility for certain benefits to adjunct faculty in public higher education institutions, specifically those teaching at least two three-credit courses per semester or four three-credit courses per calendar year, regardless of funding source or employment term. For these newly eligible faculty, the Commonwealth, not the individual institutions, will gradually assume an increasing portion of their premium costs for coverage, starting at 25% in the first fiscal year and rising to 75% in subsequent years. Additionally, the bill establishes a working group composed of various state officials, higher education leaders, and a representative from the Massachusetts Teachers Association to study and recommend improvements regarding adjunct faculty's participation in the state retirement system, their rights, compensation, employment conditions, and pathways to full-time positions, with a report due by December 31, 2026.
