This bill allows Kentucky taxpayers to voluntarily donate all or part of their state income tax refund to the animal control and care fund, which is a fund established to support animal welfare initiatives. Starting with tax years beginning on or after January 1, 2026, individuals filing their income tax returns will have the option to designate a portion of their refund for this purpose, and this designation will reduce the amount of their refund accordingly. The bill mandates that this donation option be clearly presented on the Kentucky individual income tax form or a related schedule, and the instructions for the tax return will provide information about the animal control and care fund and how the donated money will be used. The state department responsible for tax collection will then be required to transfer these designated funds to the animal control and care fund annually by July 1st, beginning in 2027.
