This bill modifies existing Kentucky law regarding school transportation to allow school districts to use non-school bus passenger vehicles designed for up to ten passengers, an increase from the previous limit of nine, for transporting students to and from school along regular bus routes and for approved school activities. It also clarifies that statewide driver qualification, training, and drug testing requirements for these non-school bus vehicles will only apply to those used on regular bus routes, while local school boards can set their own policies for vehicles used for approved school activities. Importantly, parents who are compensated for transporting their own children to and from school or activities are now exempt from these requirements. The bill also makes conforming changes to another section of law related to school personnel and declares an emergency to allow these changes to take effect immediately due to a perceived urgent need for student transportation.
