AI Summary

This bill mandates comprehensive sex education for all students in Mississippi from Kindergarten through 12th grade, with a strong emphasis on abstinence as the primary and expected norm for preventing unintended pregnancies and sexually transmitted infections, including HIV. The instruction must be medically accurate, age-appropriate, and cover various aspects of sexual health, including the consequences of sexual activity, the effectiveness and risks of contraception, legal responsibilities, healthy relationships, and preventing sexual assault. Parents have the right to opt their children out of these classes without penalty. The bill also requires local school boards to implement plans for comprehensive sex education within their health education programs, and public school nurses will be responsible for providing instruction in all components of the Comprehensive School Health Education Program. Furthermore, the Office of Healthy Schools will recommend policies to the State Board of Education for the adoption of rules and regulations related to this program. The bill also makes conforming amendments to existing Mississippi Code sections to align with these new requirements, with the act taking effect on July 1, 2026.
