This bill establishes the Kentucky Urban Youth Agriculture Initiative, a program designed to promote farming and agribusiness to young people in urban areas, defined as counties with a population of 150,000 or more. Administered by the University of Kentucky Cooperative Extension Service, the initiative will begin with a pilot program in at least one office by September 1, 2026, with potential for wider implementation starting September 1, 2027, and expansion by September 1, 2028, as funding allows. The program aims to educate participants on all aspects of urban agriculture, develop their skills to become informed consumers and advocates, and offer age-appropriate, hands-on learning experiences, including internships and apprenticeships. Each program term will last one year, starting in January, and will be open to applicants aged five to eighteen who have parental or guardian permission and can commit to the full program duration.
