This bill requires employers in Kentucky to develop and maintain emergency action plans for their workplaces to ensure employee safety during fires, natural disasters, or other hazardous situations. An "emergency action plan" is defined as the procedures and rules to follow in such events, aligning with federal regulations (29 C.F.R. sec. 1910.38). While employers with ten or fewer employees can communicate their plans orally, all plans must be in languages understood by employees. Key components of the plan must include procedures for reporting emergencies, evacuation routes and methods, operating critical operations before evacuating, accounting for all employees post-evacuation, rescue and medical duties, and identifying a contact person for plan-related questions. Additionally, employers must establish an employee alarm system with distinct signals for different purposes, train designated employees to assist with evacuations, and review the plan with employees when it's developed, when an employee is initially assigned a job, when their responsibilities change, or when the plan itself is updated.
