Bill Summary

AN ACT to amend the social services law, in relation to providing guidance to certain staff accepting registrations, issuing licenses or conducting inspections of child day care homes, programs or facilities on the identification of circumstances that may indicate the presence of controlled substances and referrals to law enforcement; and to amend a chapter of the laws of 2025 amending the social services law relating to training certain staff accepting registrations, issuing licenses or conducting inspections of child day care homes, programs or facilities on the recognition of controlled substances, as proposed in legislative bills numbers S. 6226 and A. 1382, in relation to the effectiveness thereof

AI Summary

This bill requires staff who register, license, or inspect child day care facilities to receive training not only on recognizing controlled substances (drugs) but also on identifying situations that might suggest their presence and knowing when to report these to law enforcement. This builds upon existing legislation from 2025 that already mandated training on recognizing controlled substances, and this bill clarifies and expands that requirement by adding specific guidance on identification and reporting procedures, while also adjusting the effective date of the related 2025 law to 180 days after it becomes law.
