This bill establishes the Kentucky Severe Weather Alert System, to be operated by the Division of Emergency Management in collaboration with the Kentucky State Police, the Transportation Cabinet, and media organizations like the Kentucky Broadcasters Association and Kentucky Press Association. The system's purpose is to inform the public about severe weather that poses an immediate danger to people, animals, or infrastructure. It will leverage existing communication channels such as electronic highway signs, the emergency broadcast system, and law enforcement networks. Before issuing an alert, the Division of Emergency Management, after consulting with local law enforcement, must confirm the severity of the threat, determine that public notification is the best approach, define the affected area, and ensure no similar alert has already been issued by the National Weather Service or another federal authority. The bill also mandates that all law enforcement agencies cooperate with the division in sharing and distributing severe weather information.
