This petition can be made if the company can demonstrate that there are imminent shortages of the required fuel components, such as ethanol. The petition must detail the supply conditions causing the shortage, the alternative fuel formulation proposed, and a specific timeframe for compliance, not exceeding sixty days. The decision to grant or deny the petition must be made in writing within seven days and, if granted, applies equally to all suppliers, not just the petitioner. The bill also allows for reauthorization of such petitions for up to thirty additional days if the shortage conditions persist. These changes are intended to provide flexibility in fuel supply during critical shortages while maintaining environmental standards as much as possible.
