This bill requires the Legislative Research Commission to create a "family impact statement" for every bill or resolution introduced in the Kentucky General Assembly, whether during a regular or special session. A family impact statement is defined as a written assessment of how a proposed law might affect Kentucky families, considering factors such as housing costs, marriage rates, child-rearing and education expenses, parental control over education, educational attainment, and efforts related to foster care, adoption, and caring for extended family. The Director of the Legislative Research Commission will oversee the preparation of these statements, which can be done by the Commission itself or other state government departments and agencies, who must comply with requests within seven working days. These statements will be filed with the clerk of the chamber where the bill or resolution was introduced and attached to all copies. Crucially, no bill or resolution can be voted on by either house of the General Assembly unless a family impact statement has been prepared and attached.
