This resolution directs the Joint Legislative Audit and Review Commission (JLARC), a legislative oversight body, to update its 2016 study on how state and federal regulations affect Virginia's manufacturing sector. The updated study will estimate current compliance costs for manufacturers, explain how these costs have changed since 2016, assess how Virginia's regulations go beyond federal requirements, review significant agency actions since 2016 that impacted compliance costs, compare compliance costs across different industry sectors in Virginia, and, if data allows, compare Virginia's manufacturing compliance costs with those in other Mid-Atlantic and Southern states. This initiative is a recommendation from the Manufacturing Development Commission and aims to provide current information for lawmakers crafting regulatory policies, with JLARC expected to complete its work and report its findings by November 30, 2027.
