This bill creates a new section of Kentucky Revised Statutes (KRS) Chapter 6 to allow current and newly elected members of the General Assembly to submit bills and resolutions before the start of the next regular legislative session. These prefiled documents must be in their final, correct form, signed by the sponsor, and will be published on the Legislative Research Commission's website once they are assigned a number. The director of the Legislative Research Commission will receive these prefiled items, assign them numbers, and then deliver them to the appropriate clerk of the Senate or House of Representatives on the first day of the session, at which point they will be considered officially introduced. However, if a sponsor is no longer a member of the General Assembly when the session begins, their prefiled bill or resolution will have no effect. There will be no limit on the number of bills a member can prefile.
